The Agenzia Dogane Monopoli (Customs and Monopolies Agency) was first established by the passing of the Legislative Decree No. 300 of 30 July 1999. It is one of 3 tax agencies in Italy that performs technical and operations services pertaining to the Ministry of Finance. The company is a public entity with significant regulatory and organisational power in Italy, both in the gambling industry and the financial sector as a whole.

Its primary tasks are to foster Italy’s economic growth through international trade agreements, and contributing to local taxation to curb evasion, fraud and other financial crimes. Additionally, the ADM also oversees the combating of criminal activities such as smuggling, counterfeiting, money laundering and trafficking of weapons, narcotics, foods and pharmaceuticals that are not approved by local authorities.

In terms of gambling, the ADM’s responsibilities include the regulation and control of the Italian gaming sector. The Agency ensures that operators carry out their obligations to players and tax authorities while operating in the sector. It also implements and enforces legal action against illegal and black-market gambling operations, thereby working to keep local players and bettors safe from unscrupulous operators.
